This is a formal Request For Discussion (RFD) for the creation of an unmoderated newsgroup. * create news.groups This is not a Call For Votes (CFV); you cannot vote at this time. RATIONALE: news.groups Currently, newsgroup creation is a haphazard and random process. After a brief discussion in rec.config, newgroups are simply issued, and ignored at some sites, but accepted at others. This process has led to the creation of thousands of useless or irrelevant newsgroups, like comp.lang.c, groups which have no readership, no topic, and no purpose. Meanwhile, vital newsgroups like rec.microwaves, or rec.aquaria.fucking, are not receiving the distribution and acceptance they need, simply because no one has the time to sort out which groups are or aren't important. If there were a central group, presumably in the news hierarchy, in which to discuss these issues, we'd see a lot more helpful, non-combative discussion on the real objective merits of potential newsgroups. CHARTER: news.groups Unmoderated discussion by newbies and fools, relating to the creation, reformation, reorganizing, removal, moderation, unmoderation, or use of USENET newsgroups. Threads regarding new newsgroups will be started in this group, and followups will be redirected to it. This will allow us to have quiet and peaceful discussions. This may be modeled on the group alt.config. END CHARTER. PROCEDURE: Please monitor news.groups to follow discussion on these proposals. Do not vote until the Call For Vote (CFV) is posted, which is expected to be posted shortly after this 21-day discussion period ends. The Usenet Volunteer Votetakers (UVV) will handle the 25-day vote collection.
